FBI's COINTELPRO (1956–1971): The FBI ran a covert program to "expose, disrupt, misdirect, discredit, or otherwise neutralize" domestic groups deemed subversive, including civil rights organizations (e.g., Black Panther Party, Southern Christian Leadership Conference), anti-war activists, and others. Tactics included illegal surveillance, infiltration, anonymous smears, forged letters, and provocation of rivalries—often based on political beliefs rather than crimes.
